Biographical history

Dates of Founding and/or Dissolution: The Alberta Housing Corporation was established in 1967. The enabling legislation that created the Corporation was repealed in 1984. Functional Responsibility: The Alberta Housing and Urban Renewal Corporation, which would later become the Alberta Housing Corporation was created in An Act to amend Alberta Housing Act (S.A. Chapter 34, 1967). The Alberta Housing Corporation was an agent of the government created to carry out duties and functions related to any program of housing or urban development. The Alberta Housing Corporation provided accommodation for low and medium income families at Government subsidized rates and for Provincial Civil Servants in isolated areas. The object of the Alberta Housing and Urban Renewal Corporation as stated in the enabling legislation was to carry out any of the duties and functions provided for by The Alberta Housing Act and other duties and functions related to any Provincial program of housing or housing accommodation as assigned by the Lieutenant Governor in Council. Predecessor and Successor Bodies:;The function of providing for low cost housing first appeared in The Housing Act (S.A. Chapter 38, 1952) administered by the Minister of Economic Affairs. In 1959 the Department of Economic Affairs was abolished (S.A. Chapter 16, 1959) and the responsibility for The Housing Act was transferred to Department of Municipal Affairs. The Alberta Housing Corporation had its beginnings in the Alberta Housing and Urban Renewal Committee formed in 1955. The Alberta Housing Corporation merged with the Alberta Mortgage Corporation to form the Alberta Mortgage and Housing Corporation in 1984 (S.A. Chapter A-32.5, 1984). Later, in 1994, the Alberta Social Housing Corporation would replace the Alberta Mortgage and Housing Corporation. Administrative Relationships: At its inception the Alberta Housing Corporation was under the jurisdiction of the Minister of Municipal Affairs. In 1975 the administration of The Alberta Housing Act (R.S.A. Chapter 175, 1970) was transferred to the Department of Housing and Public Works. With the dissolution of the Department of Housing and Public Works in 1982 the administration of The Alberta Housing Act and thus the Alberta Housing Corporation were transferred to the newly created Department of Housing. The Department of Housing would become a division of the Department of Municipal Affairs in 1986. Administrative Structure: A Board of Directors conducted the affairs of the Corporation. The enabling legislation stipulated the members of the Board of Directors for the Corporation. The Minister as defined by the legislation was the chairman of the Board. Other members of the Corporation were the Deputy Minister of Municipal Affairs, and the Executive Director of the Corporation. The Lieutenant Governor in Council appointed the remaining members of the Board. The majority of the members of the Board constituted a quorum. The Alberta Housing Corporation began in 1967 as the Alberta Housing and Urban Renewal Corporation. The Corporation was renamed the Alberta Housing Corporation in the 1970 statute, The Alberta Housing Act (S.A. Chapter 57, 1970).
