The responsibility for Indian affairs in Canada has rested with the British Government, various colonial administrations and, since Confederation, with several branches and departments of the federal government. The Department of Indian Affairs and its predecessors have been responsible for such matters as treaties, reserves, provision of education, and supervision of agriculture on reserves. For a detailed administrative history see Records Relating to Indian Affairs (RG 10) / Peter Gillis et al. - Ottawa : Public Archives of Canada, 1975. The Blood Indian Agency, situated between Fort Macleod, Lethbridge and Cardston, Alberta in the Treaty 7 region, consisted solely of the Blood reserve. Indian agents have included Norman Thomas Macleod (1880-1881), C.E. Denny (1882-1883), W. Pocklington (1884-1891), A.G. Irvine (1892), James Wilson (1893-1903), J.W. Jowett (1904), R.N. Wilson (1905-1911), W. Julius Hyde (1912-1913), W.J. Dilworth (1914-1918?), J.E. Ostrauder (1919?-1920?), Joseph Thomas Faunt (1921-1926), J.E. Pugh (1927-1941, 1946-1947), A. McMillan (1942-1944), J.S. Pugh (1945), and R.D. Ragan (1948).

The responsibility for Indian affairs in Canada has rested with the British Government, various colonial administrations and, since Confederation, with several branches and departments of the federal government. The Department of Indian Affairs and its predecessors have been responsible for such matters as treaties, reserves, provision of education, and supervision of agriculture on reserves. For a detailed administrative history see Records Relating to Indian Affairs (RG 10) / by Peter Gillis et al. - Ottawa : Public Archives of Canada, 1975. Treaty 4, the Qu'Appelle Treaty, was signed in 1874 by Cree and Saulteaux in 195,000 square kilometres in part of western Manitoba and most of southern Saskatchewan. Treaty 6, the Fort Carlton and Fort Pitt Treaty, was signed in 1876 by Plains and Woodland Cree in 312,000 square kilometres of central Saskatchewan and Alberta. Treaty 7, the Blackfoot Treaty, was signed in 1877 by Blackfoot (Siksika), Blood, Peigan, Sarcee (Tsuu T'ina) and Stoney in 130,000 square kilometres of southern Alberta and a corner of southwestern Saskatchewan. Under the provisions of these treaties, an annual payment was to be made at the rate of $25 to each chief, $15 to up to four councillors per band, and $5 to every other Indian man, woman, and child.

The fonds consists of correspondence (1899-1944) related to supplies, criminal and legal cases, farming, livestock and hospital; farm diaries (1904-1913); daily journal of agency clerk (1885); annuity pay lists (1887, 1900, 1905, 1907, 1919, 1920); lease payment lists (1919, 1920); list of band members (ca. 1902); and supply vouchers and invoices.
