Red Deer became an unincorporated town in 1894, and a village in 1898, under the ordinances of the then Northwest Territories. It was incorporated as a town in 1901; and incorporated as a city in 1913. As a result of the Alberta Civil Defence and Disaster Act (1951), the City of Red Deer created a municipal civil defence unit with the mandate to deal with natural and wartime emergencies, including nuclear attacks. By 1963, the name of the Red Deer Civil Defence agency had changed to the Red Deer and District Emergency Measures Unit. In 1974 the unit changed its name to Disaster Services, with the then City Commissioner being the director. The following persons headed the Red Deer Civil Defence Unit and the Emergency Measures Unit: Lt. Col. R.C. Lister (1951-1954), Sir Arthur Stonhouse, Bt. (1954-1961), and W.M. Ogilvie (1961-1974).

Fonds consists of the administrative and operational records created, accumulated, and used by the Red Deer and District Emergency Measures unit at the City of Red Deer between 1953 and 1974.

Includes correspondence, warning siren procedures, survival planning, emergency contact lists, auxiliary police training, Nuclear Threat to Alberta paper (1971), planning documents, photographs, and reports.
