História biográfica

Wetaskiwin was established in 1892 when a town site was surveyed at the 16th siding north of Calgary on the Calgary - Edmonton railway line. It became a village in 1900, a town in 1902 and was incorporated as a City in 1906. Charles Olin was appointed by the Government of the North West Territories in Regina to be the first Village Inspector of Public Works. The Village Overseer, later Town and then City Clerk had responsibility for the operations of Public Works. If Council, through one of its committees such as Public Works, Cemetery or Parks felt that work needed to be done, from laying sidewalks to commissioning plans for buildings and facilities, then the City Clerk was instructed to hire the proper workmen or professional to accomplish the task. By 1920 there was a Waterworks and Sewers Department, Electric Light Department but no separate Public Works Department. In 1964 there was a Public Works Department and Sanitation and Waste Removal Department. In 1965 G.R. Brownlee was the City Superintendent and Assessor. In 1966 his title was changed to Director of Public Works and Assessor and in 1976, the City created a separate position of Assessor and hired Mr. R. Barnes. Mr. Brownlee retired and his successor H.W. Enman was hired as the City Engineer with responsibility for Public Works such as Transportation Services, Environmental Health Services and Public Health Services. This remained the basic framework of the Department although at various times parks came under the jurisdiction of the Public Works rather than Recreation. In 1992, City Council undertook a major restructuring of the city administration and upon the recommendation of a firm of consultants, the number of city departments was reduced from nine to three. One of these three new departments is Operational Services. This department is now responsible for public works, engineering services, parks and buildings, utilities, water treatment and building inspection.
