Biographical history

The Civil Service Association of Alberta, Branch 14 was established on October 26, 1931 at the Provincial Training School for the Mentally-Handicapped in Red Deer. Although membership was open to all provincial government employees in the City of Red Deer, the overwhelming majority of members were employees at the P.T.S., as well as the Deerhome Institution (both institutions being amalgamated in 1973 and currently known as the Michener Centre). The C.S.A. acted as an advocacy, grievance-handling, and later, bargaining group for its members. It also served as a social and mutual welfare organization. In 1961, the Association sponsored the creation of the Red Deer C.S.A. of A Saving and Credit Union (renamed the Redalta Credit Union in 1972). In 1976, the Civil Service Association of Alberta unionized, and members of all the Alberta branches automatically became members of the Alberta Union of Public Employees

Custodial history

Miss Marjorie Sharpe, executive member of C.S.A. Branch 14 for more than thirty years, maintained the organization's records in her home after the creation of A.U.P.E. in 1976

Scope and content

The fonds consists of constitution and by-laws (1943-1974) of Red Deer Branch 14 of the Civil Service Association of Alberta, Branch minutes (1931-1973), correspondence (1941-1975), financial files (1949-1974), membership and personnel lists (1944-1974), grievance reports (1941-1974), committee reports (1945-1974), newsletters and bulletins (1960-1975) and social activity files (1950-1974). Also included are C.S.A. of A. provincial executive minutes (1944-1974), convention files (1944-1975) and Red Deer C.S.A. of A. (Redalta) Savings and Credit Union files (1960-1969)
