Tom Schwarzkopf was born in Owen Sound, Ontario, but grew up in Toronto, Ontario. He moved to Edmonton, Alberta in1973. He held various posts with the Alberta Pioneer Railway Association. He co-authored with Colin Hatcher <em>Edmonton's Electric Transit: The Story of Edmonton's Streetcars and Trolley Buses</em>. Tom and his family live in St. Albert, Alberta.
