The Finance Group appeared as a distinct functional group within OCO'88 in 1984 March. In addition to the principal objective of ensuring the financial success of the Games, the mandate of the Finance Group was to work with all levels of the organization to plan and control revenues and expenditures effectively, to acquire and deploy necessary goods, and to administer the organization. It functioned as a "service" group in many respects, providing financial, administrative, scheduling, legal and graphics services to the Departments within all OCO'88 Groups. The wide range of services offered by the various Divisions and Departments of the Finance Group illustrate that its mandate went well beyond that of financial control. The functions ultimately performed by the Finance Group were originally, from 1983 August to 1984 March when the Finance Group was established, within the mandates of two divisions of its predecessor, the Corporate Services Group: the Finance and Administration Division and the Systems and Planning Division. In 1984 March, the Finance Group was established with two Divisions: Administration Division and Systems Division. These two Divisions essentially took over the functions of the Corporate Services Group's Finance and Administration Division and the Systems and Planning Division respectively. As the OCO organization evolved, various service-type functions, such as Human Resources and Government Services were part of the Finance Group from time to time until they were ultimately transferred elsewhere. By the spring of 1982, shortly after the formation of OCO'88, positions for six Vice Presidents had been added to its organizational structure. The Vice President, Sports, appointed in July, was Brian Murphy who came to OCO after having served with the Calgary Olympic Development Association (CODA). He reported to the Senior Vice president of Operations, Pat Mitchell, and was responsible for all athletic events and liaison with National and International Sports Federations. Murphy retained this position until the reorganization of OCO in early 1986 at which time his title was changed to General Manager, Sports. In 1986 September, Murphy was replaced by General Manager Bill France within the Sports Administration Department of the Operations Group, headed by Vice President, Bruce Clevely. Records from the Sports Group received by the Archives do not reflect much of the early activity of this administrative unit. Historique de la conservation

The records of OCO'88 were formally acquired by the City of Calgary Archives through an agreement signed 1990 January 22 between The City of Calgary, the Calgary Olympic Development Association and the XV Olympic Winter Games Organizing Committee. Most of these records were transferred directly to the City of Calgary Archives upon the conclusion of the activities of the organizing committee in 1988 and prior to the signing of the formal agreement. A number of boxes of OCO'88 records intended for the City of Calgary Archives were mistakenly sent to Kestrel Data Inc., the company responsible for the storage of the financial records of OCO'88. This material was transferred to the Archives in 1991 August, and all accrued material has been added to the appropriate series. In 1990 October, twenty-one volumes of legal agreements were transferred to the Archives from the law firm of Bennett, Jones, Verchere, the law firm which represented OCO'88, and two more volumes of these agreements are expected. Information on the custodial history of the OCO'88 photograph collection and copies of the original broadcast videos may be found in the "Custodial History" to the Records of the Governing Boards and Executive Group.

Portée et contenu

The City of Calgary Archives originally received about 21 linear meters of Finance Group records. These included textual and graphic records as well as magnetic computer tapes. As noted in the "Administrative History," the records received were generally not actual financial records. The Archives received no records documenting financial transactions, only records which were originally maintained by the Administration and Treasury Divisions.
